Statement on the semester contribution

Lüneburg 09.07.2025 – The semester fee for the coming winter semester will rise from € 393.09 to € 452.94. This makes the University of Lüneburg one of the most expensive public universities in the whole of Germany. The semester fee is rising in particular due to the price increases for the Germany semester ticket and the increase in the student union fee. For many of our students, this has reached a pain threshold.
The semester fee is made up of the following instalments:
- Student union fee: € 138.00
- Administration fee: € 75.00
- Germany semester ticket: € 208.80
- Contribution for student self-administration: € 21.00
“We strongly criticise the price developments of the Deutschlandticket and the student union fee. That is why we are calling for the Deutschlandticket to be subsidised, sufficient funding for the student unions and the abolition of the Lower Saxony administration fee of €75.00,” says AStA spokesperson Theo Lohse
About the German semester ticket:
AStA spokesperson Theo Lohse classifies the price developments of the Deutschlandsemesterticket: “Our Deutschlandsemesterticket is becoming more expensive because it is linked to the price of the Deutschlandticket. This means that we pay 60% of the price of the Deutschlandticket. On 1 January 2025, this was raised from €49.00 to €58.00 per month. For us students, this means that the Deutschlandsemesterticket will be €32 more expensive and we will now pay €208.80 per month.
AStA spokesperson Denise Granzow criticises: “We are very frustrated by the price increase of the Deutschlandticket by the federal government, because many of our female students are dependent on an affordable and socially fair mobility offer. In particular, female students commuting from Hamburg need a Deutschlandticket. That is why it is important to us that there continues to be a Deutschlandticket – but it must be affordable and socially fair! Lower-income groups, such as female students and pensioners, must also be able to afford the ticket. We are therefore calling for the Deutschlandticket to be made cheaper again and for a socially fair and solidarity-based offer to be made to all lower-income groups.”
On the student union fee and administration fee
“We believe that the state government of Lower Saxony is responsible for increasing the student union fee by €24.00 to €138.00 per semester. The semester fees in Lower Saxony are among the highest in the whole of Germany. The state governments of the past two decades have failed to provide sufficient and effective funding for the student unions and student life. Now this failure is being passed on to us students through extreme fee increases,” says AStA spokesperson Denise Granzow.
“In order to counteract these developments in Lower Saxony, we have joined forces with the Lower Saxony Student Conference (LAK) in recent months to submit a petition to the state parliament’s Petitions Committee, which has been signed by over 5,000 female students. In the petition, we call on the state government to provide more money for the Studierendenwerke in Lower Saxony so that they are adequately funded,‘ says AStA spokesperson Theo Lohse, and continues: ’We are also calling for the abolition of the administrative fee of €75.00, which would provide direct financial relief for female students – by a similar amount to the total semester fee that has now increased.”
In the past, students in Lower Saxony have regularly called for the abolition of the administration fee.
On the student body fee:
“More and more female students are financially at their limit, as not only the semester fee is rising, but also living and accommodation costs. Our female students are therefore dependent on a reliable point of contact and advice on all aspects of their studies. To ensure that we can continue to offer appropriate counselling and support for all female students, the student body fee has been raised from €28.88 to €31.14. We are thus counteracting the other increases and creating a reliable contact point for affected female students,” says Theo Lohse.
